RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-00377 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: Her fitness assessment (FA) score recorded on 15 November 2012, be removed from the Air Force Fitness Management System (AFFMS). ________________________________________________________________ APPLICANT CONTENDS THAT: She did not know she could stop the fitness assessment due to physical problems so she continued because she did not want an incomplete score. The applicant did not provide any evidence in support of her request. The applicant’s complete submission is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving in the Regular Air Force in the grade of Senior Airman (SrA), E-4. A resume of the applicant's FA results is as follows: Date Composite Score Rating 13 Aug 13 94.00 Excellent 27 Feb 13 91.33 Excellent *15 Nov 12 74.10 Unsatisfactory 17 May 12 88.33 Satisfactory 30 Dec 11 Exempt Exempt 10 Jun 11 83.90 Unsatisfactory * Contested FA ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIM recommends denial. DPSIM states in accordance with AFI 36-2905, Fitness Assessment, Air Force Guidance Memorandum (AFGM) 4, paragraph 10, “if an Airman becomes injured or ill during the FA and is unable to complete all required components, he/she will have the option of being evaluated at the Medical treatment Facility (MTF) but his/her test will still count unless rendered invalid by the Unit Commander.” There is no evidence the applicant requested to discontinue her FA to seek medical attention. The complete AFPC/DPSIM evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 31 October 2013 for review and comment within 30 days (Exhibit D). To date, a response has not been received. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. After a thorough review of the evidence of record and the applicant's submission, we see no evidence of error or impropriety in the physical fitness assessment (FA) and subsequent FA score. We note the Air Force office of primary responsibility recommends denial because there was no evidence provided that indicates the applicant requested to discontinue her FA and seek medical attention when she encountered physical problems during the FA. In view of this, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our decision that the applicant has failed to sustain her burden of having suffered either an error or injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the relief sought in this application. ________________________________________________________________ THE BOARD DETERMINES THAT: The applicant be notified that the evidence presented did not demonstrate the existence of material error or injustice; that the application was denied without a personal appearance; and that the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
